Santa Rosa County sits in the northwest Florida Panhandle and is one of the most hurricane-exposed counties in the state, facing direct Gulf of Mexico landfalls and impacts from storms tracking through the eastern Gulf. The southern coastal zone - including Navarre Beach on Santa Rosa Island and the Gulf Breeze peninsula - faces severe storm surge risk, with Hurricane Ivan (2004) producing 10-15 foot surges along the barrier island coast and Hurricane Dennis (2005) delivering 7-10 foot surge at Navarre Beach. Hurricane Sally (2020) compounded surge flooding with over 20 inches of rainfall in 24 hours, inundating bay-side and sound-side properties across Gulf Breeze and Navarre and causing major flash and river flooding well inland.
